Subject: [EXTERNAL] Change to Covid testing requirements for UK Seafarers from 06 Apr 21

All,

Please see below (in blue) a change to UK Government testing requirements for seafarers entering the UK issued today and in force from 06 Apr 21. The sections highlighted in yellow will apply to the EXPORTS science party quarantining in a hotel prior to embarking on JAMES COOK / DISCOVERY

Seamen and masters and inspectors and surveyors of ships

Travel to UK

You need to complete the passenger locator form<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.gov.uk%2Fprovide-journey-contact-details-before-travel-uk&data=04%7C01%7Civona.cetinic%40nasa.gov%7C0dfe433ce60340d00e8008d8f2b6fc64%7C7005d45845be48ae8140d43da96dd17b%7C0%7C0%7C637526215059807702%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=iTVe79S4YDuJHzazmP5sfO7w8X%2BKDesOlKSpnzj%2FaHQ%3D&reserved=0> before you travel to the UK, if you travel in a part of the vessel that is accessible to any passenger for any part of the journey.
You do not need to complete the passenger locator form if you travel in a part of the vessel that is not accessible to passengers or you travel on a vessel that does not carry passengers, for example, fishing boats.
You do not need to take a coronavirus test before you travel to England if you are a seafarer or fisherman, inspector or surveyor of ships due to work on a vessel or need to transit the UK to join or leave a vessel. You should show a valid SID if you have one.
>From 6 April and when in England for more than 2 days, you are required to undertake lateral flow tests (LFTs) on days 2, 5 and 8.
Constant travellers who enter and leave England on a daily basis, or at intervals of no greater than 2 days should undertake an LFT at least once every 3 days.
LFTs can be accessed and made available at the workplace, in the community or at home. Private testing arrangements are required to follow the same regime as set out above.
If you live in the UK you do not need to self-isolate. If you live overseas you must self-isolate in your accommodation<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.gov.uk%2Fguidance%2Fhow-to-quarantine-when-you-arrive-in-england&data=04%7C01%7Civona.cetinic%40nasa.gov%7C0dfe433ce60340d00e8008d8f2b6fc64%7C7005d45845be48ae8140d43da96dd17b%7C0%7C0%7C637526215059807702%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=wansyzzrxjCXsitt1q5XlssPeEF7QToGS4OhtiJx6Xs%3D&reserved=0> while in England, except while you are undertaking the exempt activity or travelling as part of your work.

Red list countries
You are permitted to enter the UK and you do not need to quarantine in a government approved hotel or take a coronavirus test on day 2 and day 8, even if you have been in any country on the travel ban red list<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.gov.uk%2Fguidance%2Ftransport-measures-to-protect-the-uk-from-variant-strains-of-covid-19&data=04%7C01%7Civona.cetinic%40nasa.gov%7C0dfe433ce60340d00e8008d8f2b6fc64%7C7005d45845be48ae8140d43da96dd17b%7C0%7C0%7C637526215059817641%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=b8UyGW0knSaepFox%2FXISdaRpVyvmCgPNVvZItXFHv7A%3D&reserved=0> in the previous 10 days.
If you live in the UK you do not need to self-isolate. If you live overseas you must self-isolate in your accommodation<https://gcc02.safelinks.protection.outlook.com/?url=https%3A%2F%2Fwww.gov.uk%2Fguidance%2Fhow-to-quarantine-when-you-arrive-in-england&data=04%7C01%7Civona.cetinic%40nasa.gov%7C0dfe433ce60340d00e8008d8f2b6fc64%7C7005d45845be48ae8140d43da96dd17b%7C0%7C0%7C637526215059817641%7CUnknown%7CTWFpbGZsb3d8eyJWIjoiMC4wLjAwMDAiLCJQIjoiV2luMzIiLCJBTiI6Ik1haWwiLCJXVCI6Mn0%3D%7C1000&sdata=QJ%2FSu8qBJGp05yPdbxS8BlOrebFXCKfyHwM7UCf1Kb0%3D&reserved=0> while in England, except while you are undertaking the exempt activity or travelling as part of your work.
When you are in a red list country you should take additional precautions to minimise contact with others.
If you work on a ship, including fishermen, you should show a Seafarer's Identification Document (SID) if you have one.
If you don't have a SID, you can show your joining papers, seafarer's employment agreement or a seafarer's discharge book (Continuous Certificate of Discharge) instead. Alternatively, you could show a basic training certificate or declaration from the registered owners of the vessel that you are a crew member.
The key material change here effecting EXPORTS is that in addition to following your own PCR testing regime prirot o embarkation (have you confirmed dates yet for hotel testing?) is that all individuals are required to take a LFD test on days 2, 4 and 8 on arrival in the UK. We are unsighted at present to the requirement to record results (+ve or -ve) and whether there is a formal requirement to report test results.

As per the paragraph highlighted in green, we are currently investigating options regards procuring enough LFD test kits for the science parties (all 54 of you), be it through the UK Government workplace scheme (free) or via RMI. I'll be in touch...

As always, if you have any questions, please do not hesitate to ask.

Regards,

Guy
