[Exports_project_office] Things that NEEDS to be resolved before Thursday

I think a path to allowing Meg to be vaccinated is a net benefit to the 
group that we should allow.

I appreciate the slippery slope, but moving in the direction of more 
vaccinations gives us a higher likelihood of success.  Other reasons, do 
the opposite.
