[Exports_project_office] EXPORTS health plan

I agree. I hope soon we can hear from NOC what is the turnaround for tests.
In begining they said that they will have a 24 hour turnaround. If that is
truly the case we can move things over. But now, i think we have to go with
an assumption that turnaround will be 2-3 days.
