[All] EP for loaner computer?

The IT team thought that I would be able to do so, and told me that I would have to put in a request. I did, I requested Elevated Privileges, retook the course, and when I still couldn’t install software or change settings, I reached out to them. Then I was told that I couldn’t.   See attached.
