A decision has been made to shift arrival of the WB at Guam from Saturday, 1OCT16, to Thursday, 29SEP16.  This will permit integration to occur on 30SEP and 1OCT in preparation for first flight on 3OCT (weather permitting).

We have also concluded that the 22AUG16 "first" ISU shipment will likely go via TRANSCOM (military) airlift since the WB ISUs will now be transported via milair from Guam to Kadena once POSIDON operations are complete.  We will assess commercial options as well but the WB equipment must travel in ISUs for the follow-on legs to Kadena and back to Travis / EFD.  The science ISUs will return directly to EFD.

We will stick with EFD integration flights the week of 12SEP (13/15 for planning purposes) and will send the second "quickship" out via FEDEX/UPS as soon thereafter as possible.

As mentioned during the Thursday telecon, we will need to address the Export Control aspect of all items sent to Guam.  Accordingly, the attached logistics spreadsheet now includes another tab with columns for required information (e.g. manufacturers, part numbers, etc.).  I suspect this isn't the first time most of you have done this so if it's easier to just send us what you've previously submitted, that's fine ... but please ensure all items are listed and data is current.  There's also a column for "shipment" where you have three options: A (early), C (late), or WB (aircraft ferry); please tell us when it's going so we sort the paper correctly.

If you need a couple more days to get the Export Control data together please get the logistics sheets in on time (1AUG) and then follow up by 3AUG with the export info.  Each item has to be categorized by experts and they're swamped already.

Attached are two logistics schedules to be discussed at the 28JUL POSIDON telecon.  One reflects a 1-week slip in the EFD integration/test activities (Guam ops unaffected).  This slip is made possible by the SYMPHONY shift (from before to after POSIDON).  It is  not mandatory that we slip, but it does permit some additional time for some researchers to close out prior activities and it allows some margin should WB maintenance/inspection experience delays.  It also reduces the time experiments will be integrated on the WB prior to the ferry flight.

Additionally, we must discuss and baseline an equipment shipment plan ASAP.  The single largest unknown at this time is POSIDON experiment-related kit.  Ferrying POSIDON to/from Guam on the WB complicates the logistics plan ... It only takes 3 days to ferry the WB so if there is not duplicate equipment at both in both Guam and EFD, there may be some waiting for any unique support items to arrive.  To minimize this waiting, such items will likely need to be shipped commercially (UPS/FEDEX).

Simplistically there are three sets of kit, those items not needed for EFD integration/test that can go early (22AUG), those not needed at Guam which will be at EFD for both integration/test and de-integration activities, and those unique/critical items needed for both EFD integration/test and Guam ops which must quick-ship after the EFD integration/test (12/19SEP) to arrive prior to the commencement of operations at Guam (3OCT).  I want to challenge each team to minimize the third category by bringing duplicate equipment (so that one set can be shipped early and the second remain at EFD until de-integration) or by developing methods to support the EFD ops with generic tools or equipment items (E.G. is a unique pallet handler mandatory).

In summary (please read carefully):  Two shipments of equipment will be made, an early shipment prior to the EFD integration and test flights, and a later quick-shipment after these flights.  The latter shipment will must arrive at Guam before operations can commence there hence will likely go via scheduled air (UPS/FEDEX).  To minimize schedule risk and cost, anything feasible should be sent on the earlier shipment (22AUG).  Only unique, one-of-a-kind tools/equipment should remain for the second shipment (12/19SEP) and then only if a generic tool/equipment will not suffice.  If possible the EFD integration activities should be performed with a "second set" of equipment to minimize the second shipment - a benefit is that this equipment would remain at EFD to support de-integration after the aircraft returns from Guam.  All gases and consumables should go on the first flight with a separate test/integration supply remaining at EFD to support the two test flights (surplus will remain at EFD and will not be shipped in the later shipment).  There will be no HAZMAT in the second shipment.   The second shipment will likely go on a single pallet, not in an ISU, hence items must be packaged in cases or boxes for shipment.  The earlier shipment will go in ISUs but equipment should be boxed to prevent damage enroute.

Attached is a spreadsheet with three tabs corresponding to the three categories of kit

-          Category A:  early shipment (22AUG), not needed for EFD Integration/Test ops

-          Category B:  will remain at EFD to support both integration and de-integration ... will not be shipped

-          Category C:  late quick-ship (12/19SEP); unique items needed for both EFD and Guam ops

Please identify all kit in each category.  Include dimensions, weight, and an item description.  All items must be boxed for shipment; loose items will not be accepted.  I am available to answer questions and would like a call from each experiment lead to discuss their spreadsheet once submitted.
