[Pace-pax] field safety paper

Hello happy PACE-PAX team,

For last year or so, I was part of the community effort that tried to put some recommendations together in order to improve safety in field studies. While this was specifically written around the idea of oceanographic field studies, this can be used for any field study - and in PACE-PAX as well.
