Chris,

I-94s do exist but only in electronic form, which is what Winnie provided. "D/S” stands for Durations of Status:

"This means that they may remain in the U.S. as long as they are enrolled full-time and their I-20 (F-1) or DS-2019 (J-1) has not expired. Students and scholars are required to keep the passport entry stamp or I-94 card for the duration of their visit."

She is good to go.

She is a UK citizen with an expired “entry” F1 visa. She is authorized to be in the country until 2018 as per I-20. I intend to advise Winnie that she will have no problems accessing AFRC and its facilities (DC-8).
