[Exports_project_office] Uber planning documents

In the uber schedule document 3 weather days are incorporated as initialization days, so color schemes don’t match numbers in Uber Plan write-up.   First initialization day likely to be used as a test day for Process ship, providing 3 more weather days.  Maybe a better descriptor of these days would be as "Epoch Transition/Weather” as this accounts for both weather needs and potential activities associated with re-setting between epochs.
