[Exports_pi] NSF conflict of interest spreadsheet

Hi Amy et al,

I think you’ve gone too far here. I think Deb is your only COI from EXPORTS (so far).  Once you start writing papers with others, there will be conflicts but not now.  I have been on many NASA science teams for many years and I have never entered other science team members as a conflict of interest for a NSF proposal. Again, I am not a program officer; but this does seems like an over step.
