Please see Jennifer's comments and the attachment below about the Baseline and Threshold Mission Requirements in the IIP.

Based on her comments I have made changes to the format and the content of the mission requirements.  These are substantive changes.

Please look at pp. 14-15 of the IIP before today's telecon.  Once we agree on the final mission requirements, I will delete the existing sections 2.1 and 2.2.

OK, thanks. I thought it was probably something like that.
I’m cc’ing Ken Jucks as well, who will ultimately be the one to
approve your level 1 science requirements.

These are a good start! Thank you for sending the draft out early.
First thoughts from me – you will likely want to include some more detail
on the types of measurements you will be making. You don’t need to be
specific down to the instrument, but more details are likely needed there.

I’m not sure about including the “if a volcanic eruption occurs…” requirement.
My gut feeling is to not include it specifically in the Level 1’s. Ken will have
thoughts on this…

Especially with the push for these investigations to result in science and pubs,
ESD is going to want to see some theory/results/analysis requirements as well
this time. Things like “conduct analysis on the data with xxxx models or methods
and (produce statistics, calculate lifetime, predict transport patterns, etc…)”
They’ll need to be quantitative enough to make the requirements meaningful
and reflect the science NASA is “buying” but not so specific as to remove reasonable
flexibility.

There will be a data requirement to add (motherhood and apple pie about sending
data to the DAAC and following NASA data requirements, etc) but I haven’t been
able to get clarification from ESDIS on what the wording of that one should be.

I’m attaching Level 1 requirements from NAAMES, who has given me permission
to share, just as an example for the level of detail you’re trying to find. They did
reference a table of types of measurements needed to attain baseline science.
