All,
Everyone must answer this by COB Monday. Be sure to copy me when you respond to Florian and Diana so I can keep a record of who has met this requirement and who I must track down on Monday.
Please don’t make me have to track you down.

Subject: Legal Requirement to respond: FW: FOIA request for list of NASA participants in USGCRP activities
Dear SGx staff, including civil servants, visitors, fellows, postdocs, contractors, and coops,
There is a new FOIA request affecting all of us:
Not responding is not an option.
Who is affected? Anyone who is using a @nasa.gov email address and is affiliated with ARC-SG and its units and organizations is legally required to review and respond in time.
Responses will initially be collated by Diana and I. We don’t need actual evidence, but you do have to comply by law. “Using” here means, having access to a NASA email address in your name.
Action: Please send Diana and I in a separate email (using your NASA email address) cc your NASA organizational lead (if other than Diana or I, that’s your branch chief, manager) your participation affirmation if you have participated:
“…represent, and attend meetings, at the U.S. Global Change Research Program (USGCRP) from January 21, 2021 through Nov. 14, 2023.”
Note this includes both in-person and hybrid attendance, even if just “listening in”.
Deadline: Please respond to Diana and I using your NASA email by close of business (5pm PDT) on 3/25/2024 the latest.
Civil Servants:
I require you to reply by the deadline (by 3/25/2024 5pm PDT) by email, using your NASA email, no matter if it is a no or a yes, and that you have reviewed the case.
Not accurately and completely responding in a timely manner can result in swift and determined disciplinary action.
For those on travel and/or leave – supervisors will know if you are out and will take appropriate action.
Regards, Florian

SUBJECT: FOIA request for names of participants of USGCRP-organized meetings
NASA has received a Freedom of Information Act (FOIA) request for the following information:
“Any record or records identifying the names and titles of all NASA officials who represent, and attend meetings, at the U.S. Global Change Research Program (USGCRP) from January 21, 2021 through Nov. 14, 2023.”
If you or any of your employees (and for centers, this includes contractors and cooperative agreement personnel with nasa.gov e-mail addresses) attended in any such meetings (virtually or in person) during the time frame requested, please provide us with their names and titles.
It would be helpful to include which USGCRP activity (e.g., Interagency Working Group, Climate Modeling Summit) the named person participated in. We will not transmit the name of the activity, however – that is for our own awareness. Please provide any input to Liz Howell ( elizabeth.b.howell at nasa.gov<mailto:elizabeth.b.howell at nasa.gov>), who will collect information and share with the NASA FOIA office. To help us meet the reporting deadline, we would appreciate receiving replies by March 27.
It is likely that there will be follow-up requests from the FOIA requester that requested the list of names. Additional guidance will be provided once should that situation arise.
If you are aware of any participation by those who may have retired and/or otherwise departed NASA during the time frame referenced in the FOIA request (January 21, 2021 through Nov. 14, 2023), please provide your best assessment of potential participation and what group(s), if any, that person (name and title) might have participated in.
Only positive replies are needed. If you did not participate in any USGCRP activities or have nobody at your center who did, then there is no need to reply to this.
Thanks for your responsiveness!
Jack
