Justification for an aircraft based at ARC
The Earth Science Project Office (ESPO) does a great deal of work with AFRC. Managing 3-6 deployments a year requires personnel to travel to AFRC for aircraft integration, deployment prep, shipping and de-integration. An aircraft that can fly from ARC to AFRC/Palmdale would not only save time and money but give us the flexibility to respond quickly to changes. ESPO also ships a variety of supplies and highly sensitive scientific equipment to and from AFRC so, having the capability of sending this unique and highly valuable equipment directly from site to site would facilitate that work and significantly reduce the risk of damage or loss . There have also been occasions when important equipment or replacement parts need to be rushed to AFRC and having an airplane available could address that kind of urgent situation.

My 2¢, when talking about transporting equipment, to differentiate from the commercial overnight services, to mention the nature of our equipment (e.g. unique, highly sensitive, scientific equipment/instrumentation) that transported directly from ARC to AFRC will eliminate many of the risks of damage in commercial shipping and eliminate the lead time needed to properly package it.

All,
As we discussed at the team meeting yesterday, I’m working on a justification for a NASA aircraft that can be used for personnel and equipment to travel back and forth between ARC and AFRC. A little background for those not in the meeting… NASA used to have a small 7 seater aircraft that was based at ARC call NASA07. It flew to AFRC Tuesday and Thursday at 7am and came back at 2pm. You could just sign up and get a seat. We used it often and could fly down for a one day quick tag up or fly down on a Tuesday and fly back on Thursday. You could check out a car from the motor pool as well. It was decommissioned many years ago and now they are talking about bringing back some small aircraft to ARC to fly science and, an argument for equipment and personnel transport would be a nice addition to the rationale.
Here is what I have so far. I’m open to any and all comments/edits. I’d like input by COB Wednesday 6/16.
