Please read ALL of this email.

From our meeting yesterday.  I took two actions.

  1.  The CTAT training reference we were sent did not specify whether or not our HTSOS is still valid so I looked up the reference 13 FAM 301.4.  It states “CTAT will replace the legacy High Threat Security Overseas Seminar (HTSOS) course (HT401).  Individuals who completed the HTSOS course, and have a certificate valid to September 30, 2026, do not need to complete CTAT until their HTSOS certification expires.”  I find it hard to believe that they mean “valid to” but they must mean “valid up to.”  NASA may also take a different approach so I reached out to Gabe Lozano.  I’m tracking down the reference Quincy made to the “end of the month” and so far the interpretation is that it means HTSOS will be officially replaced by CTAT at that time.  Stand by for more updates.
  2.  19.4% BAERI tax and no CREST OH for EVS3s.  I reached out to Mark S. and confirmed that the EVS3s are outside of the CREST umbrella so outside of the 2% OH.  It doesn’t mean they won’t be rolled into CREST with the 2023 recompete so pay attention.  As far as how Mark adjusted the tax, he is reducing the covered expenses to stay withing the current project totals.  He says the past years have actually been 16.16% rather than 17.5% so it might not be a big impact to the bottom line.  We’ll talk about it at the next EVS3 PM tag up.



Updates from the Division…
                Gatebe mentioned that SaSa looks so professional now that Jhony and Katie are working on it.  Florian said that everything ESPO touches     turns to gold.


  1.  RTOW mods are coming.  Expecting an announcement that ARC is going to the less restrictive version of Stage 3.  The letter from Michael Hesse to Eugene will remain a requirement but after that approval the plan route changes slightly.  After Marilyn and Florian review and approve, the owner will then send it straight to Paul Agnew for review (cc Ryan, Florian, Chris Maese (the new Estelle), Desi Bridges (the new Marlowe) and Carolina Rudisel).
  2.  Some movement on Zoom.  It seems there is no longer an IT security issue.  Some contractual work needs to be done but hopeful.
  3.  Note Centerwide about Black History Month speaker on Thursday at 10am.
  4.  Civil servants:  You can claim administrative leave for time off required to get your vaccine.

IT Field IT hire.  The candidate has decided to pass on the job.  Our reputation of lots of travel sometimes works against us.  I will work with BAERI to post the job on LinkedIn.  Please let me know if you have any candidates in mind.
