[All] add test domains for outgoing mail from ozone?

i see that outbound mail outside of ozone is being held, maybe not on purpose?

but it would be OK with me if ozone mail could not go to nasa.gov. if we can do it, i'd like to be able to add a couple of domains as OK for mail, though. like bulgermail.com. although, i guess we have to be able to send to something that can read mail in Outlook to test that "everything's an attachment" problem.
