Comments:This is the first flight of the Galileo HSI out of Key West Naval Air Station (KWNAS). Winds have been high, but the airfield has three runways so the crosswind component can be minimized. The pilot executed a manual take off from Rwy 3 and the handoff to the GCS was followed by figure 8 patterns over the airfield at 2000' and 2500' MSL to check the boresight alignment of the instrument. The transponder was not functioning properly, but the KWNAS radar saw the primary (skin) track of the aircraft and the team reported altitude which provides the same spatial information to ATC. A normal landing followed on Rwy 3.
